Ensure complete implementation of new criminal laws in J&K by April: Amit Shah

Union Home Minister Amit Shah presided over a review meeting on the implementation of three new criminal laws in Jammu and Kashmir in the presence of Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah in New Delhi on Tuesday.

The meeting reviewed the implementation of various new provisions related to police, jails, courts, prosecution and forensic in Jammu and Kashmir.

The meeting was attended by the Director General of Police Research and Development Bureau of National Crime Records Bureau (NCRB), Chief Secretary of Police of Jammu and Kashmir, Chief Secretary and Director General of Police, Director General of Police, and Ministry of Home Affairs (MHA) and UT Administration Other senior officials of the ministry.

During the discussion at the meeting, Home Minister Shah asked the UT administration to ensure complete implementation of three new criminal laws made under the leadership of Prime Minister Narendra Modi in Jammu and Kashmir by April 2025. He said that the optimal use of technology should be made to ensure quick justice under three new criminal laws.

The Home Minister said that for complete implementation of new laws, it is mandatory to change the attitude of police personnel and administration and create awareness about new laws among citizens.

He said that with a decline in terrorist activities and improvement in security scenarios in Jammu and Kashmir, the police should now prioritize the security of the rights of their citizens. HM Shah said that there is an urgent need to use the provision of testing in absent in the central region.

The Home Minister emphasized the need to fix the responsibility of police officers to expedite the process of filing the charge sheet. He said that each police station in Jammu and Kashmir should behave maximum use of the National Automatic Fingerprint Identification System (NAFIS).

He said that 100 percent training of investigating officers should be ensured as soon as possible about the provisions of new laws. HM Shah said that the decision on the provisions related to terrorism and organized crime should be taken only after thorough investigation at the Superintendent of Police. He said that strict monitoring is required to ensure that these provisions have not been misused under new laws.

The Home Minister said that the Jammu and Kashmir administration and the government have done satisfactory work towards the implementation of new criminal laws despite difficult situations. He said that the progress of implementation of three new laws in Jammu and Kashmir should be reviewed on monthly, fortnightly and weekly basis at the level of Chief Minister, Chief Secretary and Director General of Police respectively.

Chief Minister Omar Abdullah, who attended the meeting, later said that some weak areas were indicated as the need to pay immediate attention.

He said that an elected government in a center area is not responsible for implementing the law, but indicated that it could play a role in raising awareness about the new law.
