News18 has learned that CBSE will launch a ‘Training Intervention Framework and Solutions’ (TIFS) framework next year for professional development of teachers. The scale of the exercise is unprecedented as it will cover 15 lakh teachers in 30,000 CBSE-affiliated schools across the country.
The mandate of CBSE includes serving educational institutions more effectively to be responsive to the educational needs of students. The National Education Policy 2020 recommends a competency-centric education and hence capacity building of teachers becomes a vital necessity.
NEP recommends mandatory 50 hours of continuing professional development for every teacher and head teacher. TIFS training will cover Primary Teachers (Grades 1 to 5), Trained Graduate Teachers (Grades 6 to 8), Post Graduate Teachers (Grades 9 to 12), Vice-Principals, Principals, Counsellors, Coordinators, Librarians and others.
“To meet annual training goals, a comprehensive training system must be in place to manage the entire training activities from identifying training needs, curriculum design, content development, delivery of training, training, monitoring and evaluation to assess the impact of such training. The CBSE document states that the board wishes to strengthen its training division by introducing a robust and integrated system, Training Intervention Framework and Solutions (TIFS).
What is TIFS?
The idea is to achieve academic excellence by empowering teachers through regular training in academic subjects. The test result data gives an insight to determine school-wise, subject-wise, area-wise training needs to prepare an annual and monthly training plan for schools and individual teachers. “CBSE is focusing on competency-based education and is committed to reaching out to all teachers as far as practicable,” a document says.
TIFS is conceptualized as a robust learning management system, which will facilitate a continuous learning environment to address learning gaps and benefit from the courses provided. CBSE will hire a consultancy with experience in training teachers for a period of three years to develop the strategy; Design operating procedures and policies; Set up, operate and commission the TIF and ensure that it is stabilized over the next three years.
The consultancy will review good practices across India and globally and benchmark it against the existing practices in CBSE. It will also conduct an online survey or assessment of training need from a representative sample of schools. A high-level training curriculum will be created to bridge the skills gap.
CBSE has approximately 30,000 schools in India and 257 schools in 257 foreign countries. These include 1247 KVs, 5280 government/aided schools and about 22408 independent schools.
Gearing students for further careers
CBSE will also train counselors and wellness teachers in CBSE-affiliated schools to enhance their career counseling capabilities. This enables wellness teachers to provide psychosocial support and counseling to students and ensure that counselors are equipped with knowledge of emerging career paths, internships, mentorship opportunities, and holistic student development strategies.
Promoting career readiness among students and preparing them for future challenges is a major objective of this exercise of CBSE. In alignment with the National Education Policy (NEP) 2020, CBSE aims to develop a comprehensive career counseling framework that includes career awareness, mental health support and professional guidance. This framework will empower teachers and students to take informed decisions about career options.
Career and Capacity Building Program (CBP) will be tailored to enhance the skills and knowledge of counselors and welfare teachers. A Career Summit, a one-day event, will be designed for approximately 1,000 participants, where experts, industry leaders and professionals from various sectors will come together to provide valuable insights on career development and guidance. The summit will feature panel discussions, workshops and networking opportunities to help counselors and teachers better understand the evolving career landscape and provide informed guidance to students.
An alumni meeting and guest speaker sessions will also be designed to bring together alumni and industry experts to share their success stories, career paths and insights with current faculty. These sessions will be held regularly to keep counselors and wellness teachers updated on real-world applications of career guidance, and provide them the opportunity to network with industry professionals for continued learning and inspiration.
A digital career booklet will be created to serve as a comprehensive resource for career counselling, providing up-to-date information about various career options, qualifications, job opportunities and development areas.
