Center discusses proposals to provide job quota to local people in Ladakh – CNBC TV18


Sources said that the Union Cabinet said on Thursday, providing a draft proposal and official languages ​​about the union cabinet to give reservation to local people in jobs at Leh and Kargil’s Ladakh Autonomous Hill Development Councils.

Issues were discussed at the Union Cabinet meeting on Wednesday. The draft proposals were prepared after discussion with Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) leaders, demanding the state for Ladakh, setting up a special public service commission for inclusion of the Center area in the 6th Schedule to the Constitution and the area.

In the final meeting between the central government representatives and LAB and KDA leaders in December 2024, the proposals to burning 95% of jobs for local people in Ladakh Autonomous Hill Development Councils of Leh and Kargil were discussed in depth, which includes a third quota for women in the Hill Council and the state language status for many native languages, which are also included.

However, sources said, it is not immediately known whether the final decision has been taken on the proposals and whether any law that involves all the proposed provisions will be brought to give legal status.

If the proposals are approved, 80% of jobs will be reserved for tribals from Leh and Ladakh regions, 4% for people living close to the line of real control, 1% for scheduled castes and 10% for economically weaker section categories, sutras said.

Scheduled Tribes in Ladakh forms more than 90% of a population.

Lab and KDA are demanding the state for Ladakh, inclusion of the Center area in the 6th schedule of the Constitution and set up a special Public Service Commission for the region for some time.

A government high-power committee (HPC), a government for Ladakh, had several rounds of talks with the lab and KDA to discuss its demands under the leadership of Union Minister of State Nityanand Rai.

Ladakh was the first part of the erstwhile state of Jammu and Kashmir and four representatives of the constituency of the assembly.

The provisions of Article 370 of the Constitution, which gave a special status to Jammu and Kashmir, was canceled on August 5, 2019, and the then state was bouled in two center areas – Jammu and Kashmir and Ladakh.

According to the provisions of the Jammu and Kashmir Reorganization Act, Jammu and Kashmir has been made a UT with a Legislative Assembly and Ladakh is a UT without any assembly.

The BJP -led Center assured a delegation from Ladakh in December 2023 that it was committed to rapidly track the development of UT and fulfill the aspirations of the people in the region.

The Ministry of Home Affairs has formed the HPC for Ladakh under the chairmanship of RAI, which discusses the remedies required to protect the unique culture and language of the region, keeping in mind its geographical location and strategic importance.

HPC has been given a mandate to discuss the measures for conservation of land and employment, inclusive development in the region and employment generation, measures related to the empowerment of Ladakh Autonomous Hill Development Councils of Leh and Kargil can be provided with measures and constitutional security measures.

Many organizations in Ladakh had been demanding a separate UT for the region for decades and the demand was met on August 5, 2019. However, many people of Ladakh were not happy after losing their rights to choose their representatives in the Legislative Assembly.

In August 2024, the Center created five new districts in Ladakh’s UT.

The new districts were Zanskar, Drus, Sham, Nubra and Changthang. Being a UT, Ladakh comes under the direct administrative control of the Union Home Ministry.
