The intelligence assembly has taken a seat in the Union Budget 2025-26 as the Center has reduced the flow of many vertical wealth which deal with intelligence collection and spread, including the National Security Council Secretariat (NSCS) – for all matters Top bodies include internal and external security.
According to the notes on the demand for a demand of Rs 182.75 crore (2025-26) to NSCS as compared to Rs 270.08 crore (revised estimate) in the last financial year, Rs 182.75 crore has been allocated.
The budget of Intelligence Bureau was also reduced by about 100 crores. Last year, the agency was allocated Rs 3,966 crore in the revised budget, but this year, the amount has reduced by Rs 3,893 crore.
A senior official demanded an oblivion, saying, “This (deficiency) indicates that the number of personnel working in these two weapons of the intelligence system is decreasing as the revenue between the two heads has decreased.”
According to the official, the salary, pension and other expenses of intelligence personnel fall under the head of revenue, and capital suggests that a new set up is being created.
On the demand for grant, notes said that out of Rs 182.75 crore allocated to NSCS, Rs 127.51 crore is being given under Revenue Head.
Similarly, for the Intelligence Bureau, Rs 3,893 crore, Rs 3,662 crore has been allocated under Revenue Head.
For the Intelligence Bureau, only Rs 230 crore has been allocated for capital expenditure. Last year’s amount was about 437 crore rupees, even though it was reduced by Rs 307 crore in the revised budget.
Interestingly, the budget of the National Intelligence Grid (Natgrid) has also seen a reverse swing this time. Last year, Natgrid was allocated Rs 247.72 crore in the revised budget, but this time, only Rs 158.23 crore has been kept separate. According to estimates, about 36% of its budget has been dropped by the government.
Natgrid is another important intelligence branch of the country and provides end support to combat security threats.
Funds for the Special Conservation Group (SPG), another aristocratic force that takes care of the security of the Prime Minister of India, was also reduced. 489 crore rupees have been allocated this year, which is about 22 crores less than the previous year. In 2024-25, the revised budget was Rs 510.97 crore.
