State Education Ministers of Kerala (R Bindu), Tamil Nadu (Govi Chezian) and Himachal Pradesh (Rohit Thakur) participated in the Conclave. Telangana was represented by IT and Industry Minister D Sridhar Babu and Jharkhand by MLA Sudivya Kumar.
Karnataka Higher Education Minister MC Sudhakar said that it was unanimously decided that the UGC should engage in a collaborative counseling process with all states while implicating these rules.
Many states including BJP allies have indicated various ‘flaws’ in the UGC draft (measures for the appointment and minimum qualification and maintenance of standards in higher education for appointment and promotion of teachers and academic staff in universities and colleges), 2025, Sudhakar Said.
In a joint statement, he said that the state governments should be given an important role in the appointment of Vice Chancellor in public universities of the state. He said that the draft UGC Rules do not envisage any role for the state governments in the appointment of the Vice Chancellor of Public Universities established under the State Acts and thus, applies to the valid rights of the state in a federal setup.
The ministers said, “Rules severely stop the rights of the states in the formation of the search-selection committees for the selection of the Vice Chancellor,” the ministers said.
